The project was signed by the Government of Bangladesh (GoB) and the World Bank on April 28, 2023, and was declared effective on May 3, 2023. The project implementing agencies (IAs) - Bangladesh Land Port Authority (BLPA), National Board of Revenue (NBR), and Roads and Highways Division (RHD) - have obtained approval of the Development Project Proformas (DPPs) by the Executive Committee of the National Economic Council (ECNEC). The key next steps are for the IAs to initiate the recruitment of key Project Implementation Unit (PIU) consultancy positions, set up accounts, and initiate the procurement process of critical packages. The Nepal and Bangladesh Phase 1 Projects became effective on February 10, 2023 and May 3, 2023, respectively. The ACCESS program regional coordination and peer-to-peer learning platform was launched on February 1-4, 2023 with a meeting held in Singapore to gain knowledge of trade facilitation measures and digital systems that have been implemented in Singapore, with a view to replicate some of these initiatives under the ACCESS projects. Attended by senior customs and trade officials from Bangladesh, Bhutan, India, and Nepal (BBIN), the event also facilitated informal discussions seeking to engender a common understanding of each country’s priorities, identify and address operational bottlenecks, and create an enabling environment for greater cross-border cooperation among trade and border agencies. Under the ACCESS umbrella, a webinar series was launched on May 10, 2023 to share of India experience with e-Suvidha portal (a web-based vehicle facilitation system at border points) with the authorities of Bangladesh, Nepal and Bhutan.
