The National Committee for Subnational Democratic Development Secretariat has produced approx. 14,688 Information for Citizens (I4C) posters and delivered these to local authorities and service providers who display them in public information boards. I4C posters contain information on (a) citizens’ right to access timely, effective, safe, professional, and equitable health/ education/ communal services; (b) the types of services provided, the fees charged and the fact that some services are free of charge; (c) service standards; (d) how citizens can participate in improving the quality of the services; and (e) information on how lower income citizens can access the ID Poor support program. To date, NCDDS has trained over 4,700 government officials and civil servants at provincial, district and communal levels on the concept of social accountability and the Implementation of Social Accountability Framework cycle, and the roles and responsibilities of Community Accountability Facilitators, members of Joint Accountability Action Plan Committees, and service providers. Service providers note an increased use of services by citizens, including from the poorest, who previously assumed they would be turned down for lack of ability to pay. Service providers also note that the publication of service standards was equally useful for health center staff and teachers, who were previously not fully aware of the standards. The quality of the services provided has increased as a result.
