KEY ISSUES & STATUS 4.1 Implementation Status and Key Decisions The Project’s progress towards development objectives is Satisfactory. The Project is on track to meet, and in some cases, exceed, its results targets on providing service to enhance earning opportunities for low-income urban youth and urban youth impacted by COVID-19. However, initial delays on the return migration component have led to slower progress on achieving targets to provide services and cash transfers to return migrants. The Project remains relevant to addressing Bangladesh’s job challenges and priorities. While the aftermath of COVID-19 has largely dissipated, the Project disbursed recovery loans to 50,000 microentrepreneurs and provided risk management and business continuity training to enable these businesses to be prepared for future shocks. Moreover, structural challenges related to low productivity, particularly of informal workers, remain significant, which the economic inclusion program addresses through apprenticeships and entrepreneurship development. Similarly, as outbound migration picks up at faster rates than before COVID-19, return, reintegration, and remigration remain an integral part of the migration cycle. 5.
