The first phase of the Ozone water treatment plan has been completed and inaugurated on February 23, 2023, by the President of the DRC. The signing of the contract for the third phase of the water treatment plant in Ozone conditioned upon the signing of a performance contract between the Government and REGIDESO, the water utility. The sanitation component was delayed as the initial site selected for the construction of a sludge treatment plant was abandoned due to opposition from the surrounding community. An alternative site has been found but the pending finalization of land transfer to the City-Province of Kinshasa for the investment risks delaying the start of investments. The bidding process for the construction and operation of solid waste management infrastructure and waste collection in the project areas is expected to be launched by the end of March 2023, after incorporating results from a market study (in progress). Procurement of other several key investments is also in progress and already contracted or expected finalized no later than June 2023, including construction of the water network downstream of the Ozone water treatment plant, construction of water reservoirs, rehabilitation of the N’djli water treatment plant, anti-erosion activities in Kisenso, rehabilitation of public spaces and a local government building in N’djili, rehabilitation of urban roads and the access road to the Mpasa landfill, protection of the Funa transformer station from flooding, and the construction of a new training facility for INPP. The Project has also supported ongoing revision of urban planning legislation to lay the foundations for strengthened sector performance, in collaboration with various stakeholders including national and provincial level governments, urban planners, and a development partner (UN-Habitat). Investments under the Inclusive and Resilient Communities Component are advancing with some delays.
