The timeliness of PNBSF cash payments continue to face challenges. PNBSF benefit payments for 2022 resumed in early 2023 with the roll-out of Q1 and Q2 but the last two overdue quarters for 2022 that were scheduled to be delivered by the end of March/early April 2023 haven’t been distributed yet. 5/4/2023 Page 1 of 8 The World Bank Implementation Status & Results Report Senegal Safety Net Project (P133597) National Unique Registry (Registre National Unique, RNU) The RNU will be expanded to one million households in 2023, covering not only the entire poor population but also the vulnerable, with quotas for the extension based on a vulnerability map developed by the national agency of statistics with the support of the World Bank. The instruments and manuals necessary to support the expansion of the registry to one million households are ready, and the preparatory work for launching community- based targeting has been completed. The expansion of the RNU that was supposed is scheduled to be launched in May 2023. Decentralized delivery of frontline services The transition to a decentralized implementation system relying on local agents of the MDCSNEST began in 2022 in three regions and has continued in 2023 with five additional regions. Currently, eight out of Senegal’s 14 regions implement PAFS activities without the support of NGOs (i.e., opérateurs sociaux, OS). Agricultural resilience The DGPSN plans to enroll a total of 25,000 beneficiaries in 2023 and is working on selecting areas based on poverty, vulnerability, and the importance of agro-pastoral activities for RNU households. The timely implementation of the program relies on coordination between the MDCSNEST and the Ministry of Agriculture, Rural Equipment, and Food Sovereignty (MAERSA) as decentralized agents of the MAERSA will be in charge of delivering technical training on agriculture practices to beneficiaries before the beginning of the rainy season. Response to food insecurity According to the latest Harmonized Framework (Cadre Harmonisé, CH) analysis, a significant share of the population was food-insecure in November 2022 due to high inflation. The situation is expected to worsen considerably in June-August 2023. In response, the National Solidarity Fund (FSN) will implement a cash transfer program aimed at supporting 25,000 food-insecure households between April and June 2023. The response will be part of the National Response Plan (Plan National de Réponse, PNR) and transfers are expected to be delivered between April and June, ahead of the lean season.
