The progress by each component is summarized as follows: 12/21/2021 Page 1 of 6 The World Bank Implementation Status & Results Report Mongolia Employment Support Project (P159215) Under Component 1, renovation of 14 PES offices has been completed following some delay due to COVID-19 related lockdowns. The prolonged procurement process for hiring a firm to develop a labor market information system (LMIS) was concluded in August 2021 and work on the design of the LMIS has begun. Under Component 2, for the micro-entrepreneurship support program, the disbursement of the microloans continued, with nearly two-thirds of the remaining funds being disbursed to end-borrowers, as of the end of October 2021. The microloan funds allocated to 21 aimags (US$ 3 million) were fully disbursed in 2020. In terms of the delivery of the post loan non-financial services (NFS), one district in UB has begun this activity, while in aimags, the NFS has been provided to 70 percent of microloan beneficiaries. For the local initiatives projects (LIPs), the implementation of the 11 LIPs has resumed in June 2021 following the lifting of COVID-19-related restrictions of training activities and the resolution of some financial management bottlenecks. Some close-to-completion projects have been noted as offering promising innovations for vulnerable groups such as women, youth, and persons with disabilities, which could be highlighted as best practices and provide lessons learned for both employers and jobseekers. Under Component 3, the unemployment report is being finalized after receiving comments from the National Statistics Office and the World Bank team and will be disseminated soon. The 2021 second quarter issue of the labor market bulletin has been completed and has been released and disseminated online. Under Component 4, the project has disbursed US$ 15 million to support the social insurance contribution relief for eligible self-employed workers participating in the voluntary scheme. With the recent project restructuring in September 2021, additional resources were re-allocated to continue supporting the social insurance contribution relief for the self-employed for the period between January and May 2021. The project is in the process of mobilizing additional resources to the Social Insurance Fund within the current calendar year.
