The project has progressed so far to achieve all PDO indicators - (i) reduction of procurement lead time for NCB using electronic government procurement (e-GP) has already exceeded the project end target – it takes an average of 55 days to complete procurement (invitation to contract award) against the end target of 70 days; (ii) newly selected 28 Public Sector Organization [27 NSPSOs + 1 NSPSO (LGIs) consist of 893 Public Sector Organizations covering municipalities, zilla parishads (district councils), upazila parishads (sub-district councils), and city corporations but excluding two large city corporations of Dhaka under the Local Government Division)] invited over 95% of their NCB procurement through e-GP against the PDO’s current target of 90% and project end target of 100%; (iii) citizen monitoring in contract implementation is ongoing in 48 upazilas (sub-districts) under 16 districts of 8 divisions, against the target of 45. A total of 316 contracts/works were monitored in 48 sub- 4/28/2023 Page 1 of 8 The World Bank Implementation Status & Results Report Digitizing Implementation Monitoring and Public Procurement Project (P160758) districts and small-scale development work under the Local Government Engineer Department (LGED), Public Health Engineering Department (DPHE), and Education Engineering Department (EED) has been brought under the group-based citizen monitoring in those selected sub-districts; (iv) As reported in last ISR the most notable progress has been achieved by PIU that completion of transformational digitization process of Annual Development Project (ADP) Management Information system known as e-PMIS for IMED, now the system has gone on live and fully operational, as of now 30 ADP projects have started capturing real time information through this e-PMIS. This is complete a standalone national portal and software platform that helps organizations manage, store, and share Project-related information electronically. The integrated mobile APP will facilitate to upload real time photo with Geo-location and system has integrated with NID, e-GP and planning ministries own system AMS; (v) The target of crucial PDO indicator of contract management is being met but need additional time to fully met this PDO. However, electronic contract management module (e-CMS) under e-GP is in full operation since October’22. SPSOs has conducted 78 contracts through e-CMS ; and (vi) International Competitive Bidding (ICB) module of Goods and Works for GOB and Development Partners has been developed. CPTU, BWDB and few other agencies has already completed bidding process using this ICB module. Under DIMAPPP two Goods contract (ICB) has processed through this ICB module successfully. The entire public procurement cycle, starting from planning to contract management is now integrated with the govt. central treasury system named as iBAS++. The key outcome is when a contractor/supplier generates a bill, it will be entered in e-GP by procuring entities (PEs) and concerned official of PE will scrutinize it. Finally, payment will be completed through iBAS++.
