                                Amendment to the Financing Agreement

Honorable Minister:

       We refer to the Financing Agreement dated October 2, 2018, between the Republic of Sierra Leone
(the “Recipient”) and the International Development Association (the “Association”) (“Agreement”) for
the Sierra Leone Skills Development Project. We also refer to your letter dated July 20, 2022, requesting
for specific amendment to the Agreement.

     We are pleased to inform you that the Association agrees to your request and proposes to amend the
Agreement as set forth below:


1.      Section III.B.2 of Schedule 2 to the Agreement is amended to read as follows:

        “2.     The Closing Date is June 14, 2024.”

2.      Section IV.2 Schedule 2 to the Agreement is hereby deleted in its entirety.

       All the terms and conditions of the Agreement that have not been amended herein shall remain
unchanged and in full force and effect.

        Please indicate your agreement to the foregoing, on behalf of the Recipient, by countersigning and
dating the form of confirmation on two original copies of this letter and returning one original, as
countersigned, to us. This amendment shall become effective as of the date of its countersignature.
