Amendment No. 1 to the Contribution Arrangement between the Ministry of Finance of Japan and the
  International Bank for Reconstruction and Development concerning the Pandemic Prevention,
                   Preparedness and Response Trust Fund (MTO No. 069037)

1.      Reference is made to the Contribution Arrangement between the Ministry of Finance of Japan (the
“Contributor”), and the International Bank for Reconstruction and Development (the “Bank” and together
with the Contributor, the “Participants” and each a “Participant”), as trustee of the Pandemic Prevention,
Preparedness and Response Trust Fund (MTO No. 069037) (the “Trust Fund”) (the “Trustee”), effective as
of October 2, 2022 (the “Contribution Arrangement”).

2.       The Trustee acknowledges that the Contributor has decided to provide the sum of sixty million
United States Dollars (USD 60,000,000) (the “Contribution”) in the following amounts: (i) forty million
United States Dollars (USD 40,000,000) (“Portion 1 of the Contribution”); and (ii) subject to legislative
appropriations, twenty million United States Dollars (USD 20,000,000) (“Portion 2 of the Contribution”)
for the Trust Fund in accordance with the terms of the Contribution Arrangement.

3.      The Contributor hereby authorizes the Trustee to transfer, promptly following countersignature,
Portion 1 of the Contribution from the multilateral account of the PHRD Fund (Trust Fund No. 083312) to
this Trust Fund.

4.      The Contributor will deposit, no later than September 8, 2030, Portion 2 of the Contribution in the
currency specified in paragraph 2 above (“Contribution Currency”) into such bank account designated by
the Trustee (each amount deposited hereinafter referred to as an “Installment”) upon submission of a
payment request by the Trustee:

5.       When making any deposit, the Contributor will instruct its bank to include in its deposit details
information (remittance advice) field of its SWIFT deposit message, information indicating: the amount
deposited, that the deposit is made by the Contributor for MTO No. 069037 (the Pandemic Prevention,
Preparedness and Response Trust Fund), and the date of the deposit (the “Deposit Instructions”). In
addition, the Contributor will provide a copy of the Deposit Instructions to the Trustee, upon the Trustee’s
request.

6.      All other terms of the Contribution Arrangement will remain the same.

7.       Each of the Participants represents, by confirming its acceptance below, that it is authorized to enter
into this Amendment and act in accordance with its provisions. The Participants are requested to sign and
date this Amendment, and upon possession by the Trustee of this fully signed Amendment, this Amendment
will come into effect as of the date of the last signature.
