Dear Dr. Niaz and Mr. Kakar:

                 Balochistan Integrated Water Resources Management and
                        Development Project (Credit No.5885–PK)
                         Amendments to the Financing Agreement

        We refer to the: (a) Financing Agreement between the Islamic Republic of Pakistan
(“Recipient”) and the International Development Association (“Association”), dated
August 31, 2016, as amended (“Financing Agreement); and (b) Project Agreement between
the International Development Association (“Association”) and the Province of
Balochistan (“Project Implementing Entity”), dated August 31, 2016, as amended (“Project
Agreement”) for the above-mentioned Project (“Project”). We also refer to Economic
Affairs Division letter dated February 27, 2024, received by the Association on February
28, 2024, requesting for partial cancellation and extension of the closing date of the Project.

       We are pleased to inform you that the Association concurs with your request and
proposes to amend the Financing Agreement as set forth below:

1.      In view of the foregoing, and in accordance with the provisions of Section 6.01 of
the IDA General Conditions, applicable to Credit and Grants, the Association hereby
cancels, as of February 28, 2024, an amount of the Credit equal to SDR 18,848,010. As a
result of this cancellation the withdrawal table set forth in Section IV.A.2 of Schedule 2 to
the Financing Agreement is amended to read as set forth in the Annex to this amendment
letter.

2.     Section IV.B.2 of Schedule 2 to the Financing Agreement is amended to read as
follows:

       “2.       The closing date is March 01, 2025.”

     Except as specifically amended by this amendment letter, all other provisions of the
Financing Agreement shall remain unchanged and in full force and effect.

       The Association will disclose this amendment letter and related information in
accordance with the World Bank’s Policy on Access to Information. By agreeing to this
amendment letter, the Recipient consents to disclosure of this amendment letter and related
information.

        Please confirm your agreement to the foregoing on behalf of the Recipient by
countersigning and dating the form of confirmation set forth below. Upon receipt by the
Association of the countersigned original of this amendment letter, this amendment letter
shall become effective as of the date of the countersignature of this amendment letter.
