Implementation progress for the project includes:  In the 9 months since disbursements commenced, there has been significant progress in project implementation and disbursement. Ongoing progress on project activities includes the establishment of a monitoring and evaluation system in all states and the development of a unified M&E system at the national level. In addition, a third-party monitoring entity was contracted and is monitoring progress toward the implementation of components in all seven states. Furthermore, the disbursement of small grants has been completed and the disbursement of large school improvement grants has commenced. Communication campaigns have been launched across all seven states, and the development of training manuals for digital and life skills training has been completed. The project has reached 3,356,850 million beneficiaries, of which 1,223,160 are girls, and under the project, 4,683 schools have received schools grants (3,741 received small grants & 942 received large grants), 5,257 classrooms rehabilitated, 6,704 WASH facilities either constructed or 3/30/2023 Page 1 of 11 The World Bank Implementation Status & Results Report Adolescent Girls Initiative for Learning and Empowerment (P170664) rehabilitated, 92,532 furniture and 84,000 teaching and learning materials distributed. The actual number of achievements that have been provided by the SPIUs will be verified by the TPM entity by May 2023.  $121 million has been disbursed mainly on school improvement grants, financial incentives, and digital skills training including procurement of devices and an additional $20-30 million will be disbursed by the end of FY on construction (sub-components 1.1 and 1.2), financial incentives, digital and life skills training. Component 1. Creating safe and accessible learning spaces Sub-Component 1.1 Creating new learning spaces in secondary schools a. Status: The architectural designs and drawings for all planned construction under this sub-component have been finalized with a construction manual. All participating states have prepared bidding documents using construction drawings, the Bill of Quantities and minimum standards specifications. Currently, the procurement process is underway with a significant delay. SPIU's are at different stages and some of them are receiving the bids, or at the evaluation stage or already completed the evaluation. b. Next steps: All procurement processes including evaluation of contracts and awarding of contracts are to be finalized in all participating states by the end of March 2023 for both supervision and construction. New school construction and related supervision activities are expected to commence by April/May 2023. Sub-component 1.2. Renovation and rehabilitation of schools a. Status: School Improvement Manual developed, School-based management committees (SBMCs) have been established in all the schools and school improvement plans (SIPs) have been developed by each of the schools. As reported by the SPIUs, School improvement grants have been provided to a total of 4,683 (3,741 received small grants & 942 received large grants), schools across the seven participating states. 5,257 classrooms rehabilitated, 6,704 WASH facilities either constructed or rehabilitated, 92,532 furniture and 84,000 teaching and learning materials were provided. Rehabilitation activities have commenced and been completed, with schools prioritizing the rehabilitation of classrooms, hostels, halls, etc. The provision of large grants has commenced in all states and is currently being implemented.  Next steps: Implementation and disbursement of large grant activities would be completed by the end of April 2023. Implementation of the small grant activities would be completed by February 28, 2023. The second cycle of SIGs will commence in March 2023 and schools that were not able to address critical needs under small or large grants due to insufficient funds will benefit. The actual number of achievements that have been provided by the SPIUs will be verified by the TPM entity by May 2023. Component 2: Fostering an enabling environment for girls Sub-component 2.1. Promoting social and behavior change through traditional rulers, campaigns, and advocacy. a. Status: A national communications campaign has been developed, and communications campaigns have been rolled out across all seven states and are in various stages of implementation. Various TV programs, radio shows, jingles, engagement with religious and traditional leaders, and various other activities are ongoing to sensitize and create awareness of girls’ education. Some issues identified during the course of the mission, was that: (i) information, education and communication (IEC) activities commenced, and materials produced prior to the completion of audience research; and (ii) more emphasis has been placed on IEC products than on advocacy. b. Next steps: A national workshop will be held by March on social norms messaging and will develop a 6-month implementation plan for communication activities guided by the communications framework. In addition, SPIUs will escalate engagement with traditional and religious leaders, and NPCU and SPIUs will increase use of digital platforms. Lastly, a national-level workshop will be held with the states on message development and using marketing approaches for social norms change. Subcomponent 2.2.a Providing girls with critical life skills a. Status: Implementation is ongoing. States have completed the recruitment of the implementing partner for this activity. The piloting of safe space sessions has begun in a total of 59 schools in 3 states (Kaduna, Kano, and Katsina) and safe space manuals have been validated in 4 out of 7 states. Finally, the impact evaluation firm contracting process is finalized and the IE firm is on board. b. Next steps: Training of Trainers to cascade trainings of Year One schools will be concluded by February 17 and March 24, 2023, respectively. The roll-out of safe space sessions in all schools will be concluded by March 31, 2023. The baseline evaluation of schools for the IE (schools participating in the intervention) will be completed by end of February/March 2023. Subcomponent 2.2.b. Digital skills and remote learning platform a. Status: Since the last mission, the states have developed training manuals aligned with the global UNESCO digital skills framework as previously agreed. Gap assessments have also been completed and beneficiary schools have been identified in all states. Additionally, most states have finalized the engagement of technical partners for training and have commenced procurement of devices across all 7 states. Student training is being piloted in Kaduna, Plateau, Katsina, and Kano states. b. Next Steps: After the pilot, the mission agreed that the curriculum and content for training students and teachers (on digital skills) will be finalized by end of February 2023. States will conclude all teacher trainings by March 25th, 2023. Student training will be roll-out in all states by April 2023. Procurement of devices will be completed by end of March 2023. Subcomponent 2.3. Providing financial incentives (FI) to the poorest households a. Status: Prior to the mission several virtual discussions had been held where guidance was provided to states on operationalizing the FI strategies. During the mission, all states had the chance to present progress made on CCT implementation strategies, and as observed, Kano and Katsina states followed and complied with the required FI steps. The issue of client-level data management and reporting on the subcomponent was discussed to ensure comprehensiveness, uniformity, and comparability of data requirements across SPIUs, data frame has been aligned well with the project theory of change and results framework. Under Cohort 1 and 2 (cohorts transitioning from JSS3 to SSS1 and JSS1 to JSS2 respectively) funds have been disbursed to 150,000 girls that have been registered and verified. b. Next steps: The Bank and National Coordinating Unit will continue to provide guidance and support to SPIUs to ensure compliance with the developed FI Handbook, data collection templates, supervision guidelines and work plan agreed upon. MIS payment and tracking system for financial incentives will be set up that will enable the project to track and monitor each beneficiary by grade, amount and progression across grades. SPIUs will begin cohort 3 targeting of beneficiaries soon after by March/April 2023, they will identify and enroll beneficiaries by the end of June 2023 in readiness for September 2023 resumption date. Component 3. System Strengthening and M&E a. Status: During the mission, states provided updates on progress made on each of the indicators in the Results Framework. States shared digital monitoring tools and analytics dashboards that have been developed and deployed. While general progress has been achieved with all states being able to report figures for intermediate indicators associated with activities that have commenced, it was observed that states have not been appropriately reporting and documenting grievances, they have been encouraged to do better in this regard. It was recommended that states should define state-specific grievance indicators that will be tracked and a virtual meeting to review the proposed indicators and discuss how they will be tracked. Implementation of the whole school approach is slow across states and the security assessment was completed in only 3 states. b. Next steps: SPIUs are encouraged to start reporting and documenting grievances regularly and to expedite the engagement of a security expert to finalize the security assessment and plan and to focus on implementing the ‘whole school approach’. The NPCU will continue to work with the consulting firm and the SPIUs to ensure that the unified M&E system is further improved and can be accessed remotely by July 2023. Finally, SPIUs will be reporting on Results Framework on a quarterly basis.
