The Additional Financing (AF) of US$ 60 million was approved by the World Bank on December 21, 2022, and became effective on March 9, 2023 to close the financing gap related to several critical project activities. Phase-1 and phase-2 of the resettlement started on September 26 and December 1, 2022, respectively, and is progressing steadily. Almost all Project Affected Persons (PAPs) for these two phases have been compensated and most of the structures are vacant. To support the communities affected by resettlement, a Livelihood Restoration Plan (LRP) for the two phases of resettlement is being developed, which will help restore and improve their livelihoods. With the effectiveness of the AF, the remaining three phases of the resettlement plan will commence implementation. The procurement process is underway for the artificial reefing activity and the demolition of structures within the resettlement area of impact. Both activities are expected to commence by July 2023. The NRPB’s Grievance Redress Mechanism (GRM), that is applicable to all projects’ implementation by the institution, is active, timely receiving and responding to complaints. It was updated to better meet the requirements of the World Bank, particularly to include a GRM for project workers, provisions for sexual exploitation and abuse/sexual harassment grievances and anonymous complaints. Meanwhile, the Government of Sint Maarten has taken a critical first step toward waste management sector reforms by 3/28/2023 Page 1 of 6 The World Bank Implementation Status & Results Report Sint Maarten Emergency Debris Management Project (P167347) establishing an inter-ministerial committee on waste management. This was announced through a decree published in the national gazette on November 25, 2022.
