Amendment No. 69 to the Letter Arrangement between the Government of Canada, acting through the Department of Foreign Affairs, Trade and Development and the International Bank for Reconstruction and Development and the International Development Association regarding the Afghanistan Resilience Trust Fund (Trust Fund No. TF050576) 1. Reference is made to the: (a) Letter Arrangement between the Government of Canada, acting through the Department of Foreign Affairs, Trade and Development (the “Donor”) and the International Bank for Reconstruction and Development and the International Development Association (collectively, the “Bank” and together with the Donor, the “Participants” and each a “Participant”) dated September 11, 2002 (the “Letter Arrangement” or “Administration Arrangement”); and (b) Amendment No. 66, between the Donor and the Bank, dated December 16, 2021, for the Donor’s Supplemental Contribution (“Amendment No. 66”) regarding the Afghanistan Resilience Trust Fund (Trust Fund No. TF050576) (the “Trust Fund”). 2. The Donor has informed the Bank for a reduction in their total contribution for the Trust Fund from CAN $180,000,000 to CAN $118,000,000. Accordingly, the Donor and the Bank have both now concurred to amend paragraph 3 of Amendment No. 66 to reads as follows: “3. The Donor will deposit the Supplemental Contribution in accordance with the following schedule and in the currency specified in paragraph 2 above into such bank account designated by the Bank (each amount deposited referred to as an “Installment”) upon submission of a payment request by the Bank: (A) By January 31, 2021: CAN$45,000,000 [already received] (B) By March 31, 2023: CAN$45,000,000 [already received] (C) By March 31, 2024: CAN$10,507,854 (D) By March 31, 2025: CAN$10,000,000 (E) By March 31, 2026: CAN$07,492,146 Without prejudice to the provisions of paragraph 7(a) of the Annex to the Letter Arrangement, we acknowledge the Donor’s expression of preference that from the first Installment above, an amount of eleven million two hundred and fifty thousand Canadian dollars (CAN$11,250,000) be used to finance activities in the education sector, and the remaining Donor’s Supplemental Contribution be used to finance activities in the health sector under the Trust Fund. It is understood that the Bank cannot ensure that the Supplemental Contribution will be used for such preference and that the Bank will not have any obligation to the Donor if such preference cannot be achieved.” 3. The Bank will disclose this amendment in accordance with the Bank’s policy on access to information. By entering into this Amendment, the Donor consents to such disclosure. 4. Each of the Participants represents, by confirming its acceptance below, that it is authorized to enter into this Amendment and act in accordance with its provisions.
