Overall project progress is good. As March 12, 2024, US$ 336.76million (or 94.3% of the combined IDA and FCDO financing) has been disbursed. 11 contracts have been awarded, with five contracts (two civil works and 3 consulting services) completed, and the remaining six contracts are under implementation. The completed contracts are deepening and strengthening of berth 1-7 and RoRo terminal, deepening and widening the entrance channel harbor basin and turning circle, update national port masterplan, ESIA study for dredging and ESIA study for berths 8-11. The contracts under implementation are supervision for berths 1-7 and RoRo terminal, feasibility study and supervision for berths 8-11, technical assistance to implementation team, procurement assistance and independent technical auditor. The procurement of the contracts for electrical power supply installation is ongoing. The time elapsed since the start of the project is 80 months (about 6 and a half years) out of 84 months of project duration signifying overall project progress is behind schedule. TeSWS development is divided into three phases, whereoff first two are largely achieved. Terminal Operation System. TPA was reportedly enhancing its existing Terminal Operation Systems Comments: (Harbour View Plus (vessel management), Cargo System (cargo management) and BillySys (invoicing and revenue collection)) in order to improve the operational efficiency, reduce manual processes and to integrate with not only TPA internal systems but also with port stakeholders’ systems via TeSWS.
