As such, the project has achieved its target by delivering 16,500 Land Certificates (LC) during the pilot phase. In total, over 42,000 landholders now have registered customary land use or ownership rights, benefitting an estimated 200,000 people in their households. The second (extension) phase of land registration operations began in June 2023, paving the way for the project to deliver nearly all 53,400 LCs targeted. The project has been successful in achieving all five pre-requisites in terms of policy, institutional development, capacity building, technology and reform, needed to support large-scale rural land registration: i) The National Rural Land Tenure Registration Program (PNSFR) was adopted in 3/21/2024 Page 1 of 8 The World Bank Implementation Status & Results Report Cote d'Ivoire Land Policy Improvement and Implementation Project (P157206) June 2023, ii). AFOR has strong leadership, staff, and demonstrated capacity to manage the project. ii). Over 10,600 land sector stakeholders have been trained on their roles in rural land registration. In addition, 100 recruitments of field agents from the Civil Service budget are underway, iv) The new digital land information system (SIFOR) is now fully operational and significant progress has been made to fully digitize land certification and to carry out digital quality control with a number of applications recently developed by AFOR, and v) – The Government has adopted key reforms, including a single rural land registration operation manual to standardize procedures for systematic registration throughout the country. The Government has also adopted a Decree to extend the period during which LCs should be converted to titles (for Ivoirians) or state land leases (for non-Ivoirians). The impact evaluation baseline covering more than 4,000 households was completed in November 2020, and a gender pilot is underway to test the impact of formalizing customary marriages and enabling husbands to voluntarily transfer and certify land parcels in their wives' names. The project has so far delivered 22% of all LCs to women landholders and aims to achieve 30% female beneficiaries by the end of the project. The project's Grievance Redress Mechanism is operational, and the new rural land information system (Système d’Information Foncière - SIFOR) is now operational and will enable AFOR to efficiently monitor all land registration field operations and related indicators.
