KEY ISSUES & STATUS 3.1 Implementation Status and Key Decisions The government is making considerable progress toward meeting the objective of strengthening its institutional framework for risk management and the compensatory response to disaster and climate-related events. Proposed targets have been fully achieved in four out of seven indicators, and there has been positive progress in two additional indicators, which are expected to be achieved throughout 2024. Particularly, the training and certification of Risk Managers represents significant progress in providing an extensive network of expertise and capabilities across the entire national territory. Additionally, the Institute of Meteorology and Hydrology of Panama (Instituto de Meteorología e Hidrología de Panamá, IMPHA) and the Ministry of Health are making progress in their respective areas, as evidenced by the approval of IMPHA's organizational structure and budget and the development of simulation exercises to test multi-hazard response tools, accordingly. In terms of inclusion, the National System of Civil Protection (Sistema Nacional de Protección Civil, SINAPROC) is successfully promoting the participation of women and working towards closing gender gaps, with the gender equity indicator making progress toward full parity. 4.
