No i The World Bank Skills Strengthening for Industrial Value Enhancement Operation (P156867) I. PROGRAM STATUS AND RATIONALE FOR RESTRUCTURING A. INTRODUCTION AND PROGRAM INFORMATION 1. This restructuring is to propose a partial cancellation of the financing for the operation in the amount of US$12 million from across the Disbursement Linked Indicators (DLIs)/Disbursement Linked Results (DLRs) based on the request from the Department of External Affairs of the Ministry of Finance, Government of India dated February 13, 2024. This constitutes the fourth and final restructuring of the operation prior to closing on May 31, 2024. 2. The Skills Strengthening for Industrial Value Enhancement (STRIVE) is a five-year national Program for Results (PforR) operation with the closing date of May 31, 2024. The objective of the operation is to improve access to quality and market-driven vocational training provided in Industrial Training Institutes (ITIs) and apprenticeships. STRIVE aims to incentivize critical institutional reforms required in institutional skills training and apprenticeship systems of the Directorate General of Training (DGT) of the Ministry of Skill Development and Entrepreneurship (MSDE). An associated Investment Project Financing (IPF) instrument was designed for Technical Assistance (TA). The Government of India’s (GoI) National Policy for Skill Development and Entrepreneurship, and the policy implementation framework of the National Skill Development Mission (NSDM) is the overarching framework for the STRIVE operation. B. PROGRAM STATUS 3. The STRIVE operation became effective on February 8, 2018. It is financed by an International Development Association (IDA) Credit of US$125 million, and GoI financing in the amount of US$193 million for a total Operation cost of US$318 million. The operation had a delayed start due to implementation preparation requirements. The project was restructured three times: (a) In June 2020 to adjust the scope and results of the operation resulting in multiple DLR level changes and increase in the TA component by US$1 million, (b) In May 2021 to cancel the saving of US$1 million from the TA component based on a projection of TA activities resulting in a decrease in the value of the TA component by US$1 million based on savings identified by the DGT, MSDE, and (c) In November 2022 to: (i) extend the project closing date by 18 months from November 30, 2022 to May 31, 2024, (ii) proactively cancel US$20 million, and (iii) facilitate GoI’s assessment of expenditures expected to be incurred in the remaining period of the Operation. The IDA financing for the operation is now US$104 million, apportioned as US$99 million for the PforR component and US$5 million for the IPF component. 4. Disbursement: Notable progress has been made in all the results areas (Annex 1) and disbursement has improved significantly. The total project disbursement as of February 2024 is US$77.52 million. Projected disbursement during the period March – May 2024 is US$26.5 million split as US$25.1 million for the P4R component and US$1.4 million for the IPF component. An assessment of the Results Framework, outcome and output indicators, and disbursements achieved indicate good progress towards the achievement of the PDO. Out of seven PDO level indicators, the final targets for six indicators have been surpassed. Progress on the remaining one PDO indicator pertaining to the number of graduates (linked to the snowballing effect of decrease in enrollments and dropouts during academic years 2019-2020, 2020-21 and 2021-22) from Industrial Training Institutes (ITIs) and related apprenticeships were impacted due to the closure of the institutions during the COVID-19 pandemic. A summary of the PDO status is presented table 1. Table 1. Implementation progress accelerated significantly in FY23 and is also Satisfactory. The operation has caught up at a substantive pace with the restructured implementation schedule set out in November 2022 (second restructuring). Well defined implementation structures and arrangements and established National Project Implementation Unit (NPIU), State Project Implementation Units (SPIUs), ITIs and Industry Cluster (IC) levels have facilitated implementation progress. The NPIU’s implementation monitoring at the National, State, ITI and IC levels is satisfactory. Implementation progress is regularly evaluated, feedback is being collected and, corrective action is being undertaken on a regular basis. The problems due to the COVID-19 pandemic, delays in procurement and reporting of expenditures faced by State-level implementing agencies are being addressed in a timely manner. Further, regular capacity building and knowledge sharing workshops have been conducted through field visits using a hub-and-spoke approach. Host states are inviting representatives from neighboring states to share implementation experiences, thereby helping to create networks. Financial management and procurement continue to be satisfactory. The environmental management and social safeguards program action plan activities have been implemented and reports are being generated. Therefore, implementation progress continues to be satisfactory. C. RATIONALE FOR RESTRUCTURING 7. The rationale for restructuring is based on an assessment of: (a) the timeframe remaining to implement the remaining activities before project closing on May 31, 2024, and (b) the limited absorptive capacity of the States and Union Territories to spend the remaining uncommitted amount. One change is being proposed in the restructuring: A partial cancellation of the financing for the Operation in the amount of US$12 million from across the DLIs/DLRs. Due to this, there will be a commensurate reduction in the total financing envelope for the Operation from US$104 million to US$92 million, split as US$87 million for the PforR component, and US$5 million for the IPF component. The proposed restructuring does not include any other changes to the other aspects of the operation. The Development Objective for the Operation, the results indicators, and the DLIs will remain unchanged. The updated Results Framework is provided in Attachment 1 and Annex 1, and the revised DLRs in the DLIs and the verification protocol are included in Attachment 2, and the Program Action Plan in Annex 2. Finally, the cancellation of US$12 million does not affect the achievement of the PDO and the PDO indicator targets. 10. Changes to the achievement of the DLIs, corresponding amounts to the DLRs, and disbursement estimates to conform with the closing date of the project of May 31, 2024 (Annex 2). There are seven changes: (a) the achievements of the end-of-project DLI targets and the amounts to be cancelled to conform with the partial cancellation in the amount of US$12 million, and (b) the re-estimated amounts for DLR costing in the DLIs that are subject to cancellation. These are set out in table 3 below. Table 3.
