The World Bank Implementation Status & Results Report Reaching All Children with Education in Lebanon Support Project (P159470) Reaching All Children with Education in Lebanon Support Project (P159470) MIDDLE EAST AND NORTH AFRICA | Lebanon | Education Global Practice | Requesting Unit: MNC02 | Responsible Unit: HMNED IBRD/IDA | Program-for-Results Financing | FY 2017 | Team Leader(s): Nathalie Lahire Seq No: 11 | ARCHIVED on 29-Jun-2022 | ISR51236 | Created by: Nathalie Lahire on 28-Apr-2022 | Modified by: Cynthia Yammine on 28-Jun-2022 Program Development Objectives PDO Table Program Development Objective (from Program Appraisal Document) The Program Development Objective is to promote equitable access to education services, enhance quality of student learning, and strengthen the education systems in Lebanon's education sector in response to the protracted refugee crisis. Overall Ratings Name Previous Rating Current Rating Progress towards achievement of PDO Satisfactory Satisfactory Overall Implementation Progress (IP) Moderately Satisfactory Moderately Satisfactory Implementation Status and Key Decisions The Project Development Objective (PDO) is rated Satisfactory as all the 3 PDO indicators had been achieved: the number of public school students enrolled in formal schools has achieved the program target of 500,000; however, there has been a drop of 4 percent from last year due to increases in poverty and further compounding financial crisis. The increase in transition rate has exceeded the target of four percentage points for the three critical grade transitions (grade 4 to 5, grade 7 to 8, grade 10 to 11), and disaggregated data on enrollment and passing rates have been published, providing critical data for evidence-informed decision-making. Although the program is making good progress, and disbursement have been increased to 95 percent, the sector is starting to show reversal of gains from recent years. Moreover, the smooth running next academic year will represent another daunting challenge. The Government of Lebanon has requested support to continue with their teacher incentives program as it is seen as critical to have teachers attend school and teach.
