The first cycle of youth intake for Component 1 and Sub-component 2.1 was implemented in five counties (Nairobi, Mombasa, Nakuru, Kisumu, and Kwale) with beneficiaries finishing training in October 2018. The second cycle was implemented in nine counties (all first cycle counties in addition to Turkana, Migori, Kitui, and Kiambu). The third cycle is also completed and was implemented in 13 counties (all first and second cycle counties in addition to Kakamega, Mandera, Nyandarua and Kilifi counties). The fourth cycle implemented in in 17 counties (all first, second and third cycle counties in addition to Kisii, Bungoma, Wajir and Machakos) was concluded in January 2021. The fifth cycle started in October 2020, the sixth cycle in June 2021 and the seventh cycle started in October 2021. The project is planned to close in December 2022. 12/14/2021 Page 1 of 9 The World Bank Implementation Status & Results Report Kenya Youth Employment and Opportunities (P151831) Component 1 and Sub-component 2.1 Cycles 1-7: Over 1,045,000 applications were received for a total of approximately 676,480 spots in technical skills training and business support services. There have been 6 complete cycles with 63,315 youth completing internships and apprenticeships as part of the Component 1 technical skills training and 57,935 receiving two tranches of entrepreneurship grants as part of Sub-component 2.1 to help support the youth to start or expand businesses. In addition, 1,061 master craftsmen were upskilled in cycle 1 and 12,452 youth participated in trade tests following their technical skills training. Cycle 7 is currently ongoing with over 5,000 youth undertaking internships and apprenticeships and over 20,000 youth in the process of receiving grants. Sub-component 2.2. Business Plan Competition: The Micro and Small Enterprises Authority (MSEA) through KPMG received over 11,000 applications by early September 2019 and about 3,500 submitted detailed business plans after an initial screening process. Evaluation of the business plans was completed by a panel of independent judges, and the awardees were selected in February 2021. The awards ceremony took place on February 24th, 2021. The release of the first tranche is concluded with the second tranche underway. The third tranche is also under way but is facing delays due to verification-related issues. Innovation Challenge: The Ministry for ICT Innovation and Youth Affairs received over 300 applications for the Future Bora Innovation challenge. Four Social Enterprises were selected by a panel of independent judges and unveiled in August 2021. The Social Enterprises will provide various services linked to job creation to over 3,000 hard to serve/reach youths. The activity is on track with the first disbursement milestone concluded and the second disbursement expected soon Component 3 LMIS: The Ministry for Labour (MoL) has embarked on conducting an enterprise survey, this is in addition to completing an informal sector survey, updating the Kenyan National Occupational Classification (KNOCS), and setting up a Labour Market Observatory (LMO) that is implementing a roadmap for the Kenya Labour Market Information System (KLMIS). Component 4. National Youth Policy: The National Youth Policy was endorsed by the Cabinet in November 2019 and has been disseminated to key stakeholders all over the 47 counties over the past 6 months.
