The proposed regional project will embed the essential features of ensuring citizen participation and engagement in identifying and prioritizing developmental needs, including socio-economic infrastructure and livelihood opportunities to improve self-reliance of refugee hosting communities; improving social cohesion between refugees and refugee hosting communities; increasing citizen voice and role in development decision making; and eliciting greater demand for social accountability. The operational approach will be Community Driven Development (CDD) and will involve: (i) building and capacitating grassroots institutions; (ii) ensuring the voice of all communities is heard in decision making; (iii) strengthening decentralized government administrative functions; and (iv) investing in public service delivery and social mobilization to enhance social cohesion among beneficiary communities. IGAD (US$5 m). The grant to the Inter-governmental Authority on Development (IGAD), the peak regional body in the Horn of Africa, closed on September 30, 2023. The grant played a central role in: (a) helping the Horn of Africa to adopt progressive regional policies on the socio-economic inclusion of refugees; and (b) sharing knowledge between the four project countries (Djibouti, Ethiopia, Kenya and Uganda) on long-term development responses to forced displacement. The World Bank approved a new grant for IGAD in December 2023 so it can continue to support its member countries in the Horn of Africa to promote development responses to forced displacement. 2. Ethiopia (US$100 m). The project closed in Ethiopia on December 31, 2022, though a US$180 million second phase has commenced to continue activities in support of refugees and host communities in Ethiopia until 2027. At the closing date, the project had achieved or exceeded all five of the Project Development Objective-level indicators: (a) 1.32 million people benefited from improved access to services, income-generating support and enhanced environmental management (target 1.2 million), including through 720 infrastructure subprojects (225 schools, 220 water supply systems and 120 feeder roads covering 520 kilometers) to enhance access to services for communities hosting refugees; (b) 164,000 people benefited from livelihood support (agricultural and non-agricultural); (c) sustainable land management practices were adopted on 41,256 hectares of land (target 36,000 hectares); and (d) 36,801 people have access to improved energy sources (target 36,650). An end of project evaluation shows increases in access to and satisfaction with basic services (health, education, roads). 3. Djibouti (US$30 m). The project has made significant achievements, particularly in Component 1 (Socio-economic services) and Component 3 (Sustainable Livelihood). Almost 125,000 people (against a target by the end of the project of 110,000) are benefiting from 18 infrastructure subprojects to improve basic services in the arid and under-developed project locations (e.g., boreholes, water pipelines, health centers, maternity hospital, secondary schools, roads and community centers). Under Component 2 (environmental management), 44,000 people have benefited from improved energy sources, including solar power and clean cooking stoves, which enhance environmental conditions and reduce dependence on firewood. A firm has been contracted to construct a solar power plant extension in Ali Adde. Once completed (expected by March 2024), it will provide renewable energy to an additional 1,500 people, including in the refugee camp. Over 1,200 people (60% women and 40% youth) are benefiting from component 3 activities on sustainable livelihood, supporting income-generation for agricultural livelihood and for small business and trade activities. In addition, the project has created 46,000 work days for short-term employment on the construction of project-financed infrastructure. This has provided useful income for people living in remote areas with few economic opportunities. In December 2023, the project closing date in Djibouti was extended until March 31, 2024. 4. Uganda (US$200 m). Implementation progress remains satisfactory in Uganda with five months until the project closes in June 2024. Under Component 1 (socio-economic services), 421 out of the 532 approved subprojects are completed, with 111 ongoing. This has provided more than three million people with better access to schools, health centers, roads, bridges and water systems. Component 2 (environmental management) is supporting 2,159 subprojects (e.g., tree planting, access to renewable energy, fish ponds, quarry restoration, small-scale irrigation). Of these, 1,753 are now completed, with 406 ongoing. This has restored 3,976 hectares of land against a final target of 4,500 hectares. Consistent with the approach of the project to distribute resources equitably between refugees and local residents, around 17% of the environmental activities are located in refugee settlements. Labor Intensive Public Works (LIPW) based subprojects are supporting tree planting, agroforestry, wetlands/riverbank/lakeshore restoration, and gulley control structures. These subprojects help to address environmental damage caused by the refugee presence - which can be a source of tension - and have put more than US$5 million cash in the hands of needy host community members and refugees. The LIPW approach has generated 6.6 million work days. Under component 3 (sustainable livelihood) the project has funded 3,328 sub-projects, of which 3,268 are completed and 60 are in progress. The activities mostly comprise support for crop farming, livestock farming, and produce trade. Around 69,000 households have benefited from livelihood support, of whom 7% are refugees. About 65% of livelihood beneficiaries are female.
