Implementation Progress is moderately satisfactory due to slower than expected progress. All LSGs singed the Framework Agreement (FA). By signing the FA, LSGs confirmed their interest in participating in the Project by implementing all requirements as stipulated in the Loan Agreement and as described in the Project Appraisal Document. The main reason for slower progress are complex approval procedures and understaffing at the PIU. At the same time, the Ministry of Construction, Transport and Infrastructure (MCTI) received a large number of proposals and should fully focus on assessing their eligibility and compliance as per the agreed screening tool and review the adequacy of the proposed technical designs. The MCTI should focus to tightened project management and ensure shorter approval procedures. No works can be tendered before social and environmental safeguard documents are prepared and disclosed.
