The consultations on the design have been coupled with the consultation of the ESMPs, and the first consultation was organized in Ochiuri in March 2023. This first consultation has included several actions, such as: in-person handing of the invitations to the consultation for immediate neighbors, direct meetings with potentially affected stakeholders (schools, nurseries, neighbors), posters displayed at the level of multi-apartment block buildings, invitations sent to owner’s associations, local NGOS, local authorities by email, handling of feedback forms and info notes on project and E&S implications together with the invitations, and one public consultation session. The potentially affected parties (such as trainees on the Ochiuri unit, immediate neighbors,) will be visited Comments: at the commencement of works and during demolition and construction works and will have a grievance box available on the site, as well as all available channels of the GRM that were made available during consultations (a dedicated GRM board will be installed next to the grievance box). Following the example from the similar DRM projects in Romania, the inauguration of the Gendarmerie units, once the investments will be finalized, will be an opportunity to organize community events, where staff and their families, neighbors, and interested community members can participate at the event and find out more about the overall purpose of the Project to support disaster risk management. The PIU also intends to progress with the procurement of services for an awareness campaign to promote the role of the Gendarmerie in disaster risk management as well as good practices in the case of emergencies. The procurement is expected to be launched in 2024. The procedure has been communicated to all staff members within the PIU and regional offices on the institution. The GRM has not received any complaints or feedback, mainly due to the fact that works have not commenced on any site. With the advancement of technical designs in 2023, the Comments: Project has organized its first consultation of the site-specific ESMPs for the Ochiuri sub-project and it’s expected to launch other three consultations in the following months. During this process, the PIU will have the opportunity to promote the GRM among its beneficiaries (e.g. direct discussions with neighbors, social media exposure, GRM board on site, etc.).
