Two years into implementation, the Program has entered a maturity phase with effective coordination mechanisms in place and the achievement of initial results in all four pillars of the Program. The mission also noted convincing results by Pillar, including progress on the Flood protection works scheduled for 2022 have reached an estimated physical completion rate of 20-25%. The National Institute of Meteorology's organization chart, linked to DLR 2.1 worth €1.626 million, was approved by a Council of Ministers following the mission, on November 27, 2023. The national Early Warning Systems (EWS) committee was created in October 2023 with the main mission of supporting the operationalization of an impact-based multi-hazard EWS. The decree for the creation of the Permanent Resilient Unit (PRU) will be circulated for the approval of the different ministerial departments - the approval of the decree by the Government will allow the achievement of DLR 7.1, triggering a disbursement of € 826,000. The disbursement rate stands at 25% with a total amount disbursed of €11,564,000 including the advance of €10,325,000. Key results include two disbursements for a total amount of €1,239,000 under the Pillar focusing on strengthening hazard preparedness, and a disbursement of €413,000 for Disaster Risk Financing Pillar is expected in February 2024. Based on projections shared by the Government during the mission, disbursement rate is expected to reach approximately 33% by end of FY24 after € 3,5 million (WB share of disbursement) are verified and disbursed.
