Implementation Status and Key Decisions
Network Improvement: Construction of the PWD’s Phase I roads (totaling about 257 kms) has been satisfactorily completed and the maintenance
period has started. The procurement of Phase II roads totaling 229 km is delayed with three out of five packages awaiting government approval.
Institutional Strengthening of PWD: PWD has established a web-based Project Management Information System (PMIS) which is operational
and being used for regular monitoring of civil works contracts. Consultancy support for upgradation and operationalizing the RAMS system (Shristi)
is underway. On quality management the state research unit is carrying out the quality checks and assessments for all ongoing contracts. Gender
action plan has been formulated and the recommendations to be implemented by the PWD and Transport Department. Training of PWD staff is
being carried out regularly on matters relating to design, construction, material testing, O&M, contracting modalities, project management, etc.

Road Safety: The Road Safety Project Management Consultants for the Transport Department is onboard and operational. There is no progress on
the project’s Road Safety activities under the Traffic Directorate as formal direction from the state on the process and protocols for establishing UP
Highway Police (UPHP) is pending.
