For that to happen, the Government should take advantage of the ongoing dry season to (i) finalize road works in the north west in 2024, (ii) effectively start the road works between Ndele and Birao in the northeast by the end of January 2024, (iii) take actions to strength the security measures adopted in the North East zone and communication with community leaders and local populations. The Implementation Performance is as maintained "Moderately Satisfactory". That’s because the team wanted to ensure the progress are sustained over time before upgrading to “satisfactory”. In fact, since last supervision mission, there has been good progress on the rehabilitation of rural roads in northeast, northwest, and Technical Assistance activities. In the northwest, significant progress have been registered with implementation rates at 36%, 50% and 100% respectively for lots 1, 2, and 3. The lot 3 (Paoua-Bemal/Betokomia-Pougol) has been successfully 1/27/2024 Page 1 of 10 The World Bank Implementation Status & Results Report CAR - Emergency Infrastructure and Connectivity Recovery Project (P176450) completed in September 2023 and the lot 2 (Paoua-Pougol/Gouze-Gbade) which is now on track will be completed in March 2024. On lot 1 (Bossangoa-Botangafo/Bossangoa-Gbade), ONM faces some organizational issues and has only completed 36 % of the works, while there is only one month before the contract end date. However, a recovery strategy to speed up the works has been agreed upon during the mission and will be closely monitored by the Bank team. In the northeast, works on the Kaga-Bandoro-Ndele section are well advanced and will be completed by March 2024, and works on the Ndele- Birao-Am dafock section will start at the end of January 2024. Finally, on technical assistance activities, the national road maintenance strategy was validated by the government in September 2023, and the finalization of the national road safety strategy currently being prepared is expected before end of February 2024. At this stage, the PURIC disbursement rate of 59 % is above the initial forecasts. The team will continue to hold regular meetings (every other week) with the PIU to monitor project activities and ensure that the mission’s various recommendations are fully implemented.
