The Food and Agriculture Organization of the United Nations (FAO) will implement the Emergency Food Security Project in Afghanistan (the Project) as set out in the Grant Agreement. The International Development Association (the World Bank), acting as the administrator of the Afghanistan Reconstruction Trust Fund (ARTF) has agreed to provide financing for the Project (P178280), as set out in the referred agreement. 2. The Emergency Food Security Project (EFSP) became effective on June 3, 2022 with closing date of 28 June 2024 with an extension of the closing date to June 30, 2025. Accordingly, this Environmental and Social Management Commitment Plan (ESCP) has been updated to reflect the changes to the EFSP sub-components, by revising existing activities or introducing new ones under the proposed restructuring and additional financing of the EFSP-AF. 3. FAO shall ensure that the Project is carried out in accordance with the FAO’s environmental and social policies and procedures, the relevant commitments in the Grant Agreement, and this Environmental and Social Commitment Plan (ESCP), and as required by the Environmental and Social Framework (which includes the Environmental and Social Standards (ESSs)), in a manner acceptable to the World Bank. The ESCP is a part of the Grant Agreement. Unless otherwise defined in this ESCP, capitalized terms used in this ESCP have the meanings ascribed to them in the referred agreement. 4. Without limitation to the foregoing, this ESCP sets out material measures and actions that FAO shall carry out or cause to be carried out, including, as applicable, the timeframes of the actions and measures, institutional, staffing, training, monitoring and reporting arrangements, and grievance management. The ESCP also sets out the environmental and social (E&S) instruments that shall be adopted and implemented under the Project, all of which shall be subject to prior consultation and disclosure, consistent with the ESS, and in form and substance, and in a manner acceptable to the World Bank. Once adopted, said E&S instruments may be revised from time to time with prior written agreement by the World Bank. 5. As agreed by the World Bank and FAO, this ESCP will be revised from time to time if necessary, during Project implementation, to reflect adaptive management of Project changes and unforeseen circumstances or in response to Project performance. In such circumstances, FAO Afghanistan through the Emergency and Resilience Unit and the World Bank agree to update the ESCP to reflect these changes through an exchange of letters signed between the World Bank and FAO representative assigned to the Project. FAO shall promptly disclose the updated ESCP to the World Bank.
