Metro Manila Flood Management Project
Monitoring Report for the Vitas Pumping Station
April 18, 2023


I.     BACKGROUND

In April 2021, the World Bank approved the revised Resettlement Action Plan (RAP)
for the Informal Settler Families (ISFs) affected by rehabilitation of the Vitas Pumping
Station under the Metro Manila Flood Management Project. The revised RAP covers
229 ISFs, 88 of which would be relocated to the resettlement site in San Jose del
Monte, Bulacan developed by the Social Housing Finance Corporation (SHFC) and the
remaining 141 ISFs will be at the resettlement site in Trece Martires, Cavite developed
by the National Housing Authority (NHA).

This is the thirteenth monitoring report for the implementation of the revised RAP. All
details of the resettlement of the ISFs are specified in the revised RAP, which was
disclosed in accordance with World Bank’s OP 4.12 Involuntary Resettlement. This
monitoring report needs to be read together with the revised RAP, addendum to RAP,
and the previous monitoring reports to make a full understanding of its context and
take-off point.


II.    RAP PROGRESS AND MONITORING

This report covers the period starting from March 01 – 31, 2023. It must be noted that
prior to the RAP approval in April 2021, the Consultant established the RAP
Implementation Team in February 2021, responsible for coordinating or conducting
various relocation preparatory activities:

a. Establishment of Local Help Desk at Brgy. 93, Tondo, Manila;
b. Memoranda of Agreement (MOAs) on the Downloading of Funds, and Sending and
   Receiving LGUs;
c. Social Preparations;
d. Site Tripping; and
e. Relocation and Resettlement Schedule of Activities.

In June 2022, an addendum to the RAP was prepared due to the changes in the
relocation site for the 88 ISFs under the SHFC. The proposed relocation site in San
Jose Del Monte Bulacan was taken over by the Samahan ng Walang Bahay (SAWABA)
in November 2021. Series of consultation meetings and site tripping with these ISFs
were conducted to get their opinion and approval regarding their acceptance of the
NHA relocation site in Trece Martires, Cavite.
The total number of relocated ISFs are still 194 out of 227, resulting to 33 remaining
ISFs (please see Annex 1 – Photo Documentation of Relocation Activity). The table
below shows the cases of these remaining ISFs.

Out of these 33 ISFs, 5 are scheduled for relocation on April 18, 2023. The remaining
ISFs who will be relocated at Summer Homes, Brgy. Cabuco, Trece Martires, Cavite
are still waiting for the Local Inter-Agency Committee (LIAC) resolution and result of
NHA validation. The NHA validation was conducted last March 28 – 29, 2023 (please
see Annex 2 – Photo Documentation of the NHA Validation). There are also ISFs who
can no longer be considered for relocation such as those with former awards (4) and
those who cannot be located (2). A Resettlement Completion Report will then be
prepared once these remaining ISFs are relocated.

In the course of relocating the original 227, there are additional 55 ISFs in the technical
footprint who were not included in the project masterlist. These ISFs were either new
in the area or were previously single but have family now, considering the span of
lockdown due to the pandemic that hindered the implementation of RAP (please see
Annex 3 – Masterlist of Additional ISFs). They will be relocated at Sunshine Ville, Brgy.
Cabuco, Trece Martires Cavite and are also waiting for the LIAC resolution and result
of NHA validation.

The DPWH will replenish the units to be used for ISFs, amounting to Fifty Six Million
Seven Hundred Seventy-Eight Thousand Five Hundred Twenty and 10/100 Pesos only
(Php 56,778,520.10). Hereunder is the breakdown (please see attached Annex 4 –
Project Funding Requirement from NHA):

To ensure that the demolished structures will not be reconstructed and/or the
remaining debris will be used for construction of new structures, DPWH monitored the
area everyday by conducting inspections and taking photos for documentation. The
newly constructed structures to be demolished was coordinated with the concerned
barangay for them to lead the demolition/removal of structures, with assistance from
DPWH (please see Annex 5 – Photo Documentation of Site Monitoring).


III.   LIVELIHOOD PROGRAMS

There is no progress yet for the Livelihood Restoration and Improvement Program
(LRIP) activities. Skills training is still being coordinated with the relocatees, while
waiting for the response from DPWH Finance Service regarding the request for the
service vehicle to be used for transportation of the relocatees.


IV.    BUDGET REQUIREMENTS

FUNDS FOR RAP IMPLEMENTATION

The revised fund for the implementation of the RAP is at One Hundred Forty-Three
Million Eight Hundred Forty-Seven Thousand Seven Hundred Forty-Two and 66/100
Pesos only (Php 143,847,742.66), including 10% Project Administration Cost and
15% Contingency (please see Annex 6 – RAP Budget).

The changes in the 1st Addendum to RAP were the removal of the relocation site
development and the provision of the 3-year post relocation assistance to LGU Trece
Martires.

The 2nd Addendum to RAP is being prepared and will include additional budget for the
replenishment of units as well as for the additional 55 ISFs who are living along the
waterways and need to be relocated too in order to commence the dredging works
and rehabilitation of the pumping station.
