The program has been reformed multiple times since the PforR Board date to: advance inclusion, through higher subsidies, pilot operator structures for handholding and pre-financing to low-income households; support additional financing structures, through the integration of commercial banks; advance energy security and efficiency, through supporting more extensive thermal modernization, and strengthen local government ownership and participation, through municipality agreements. The Central Buildings and Emissions Registry is now operational, and continues to advance as an integrative database and system. The Bank team will continue to work closely with CAPP partners to further strengthen the scale-up of CAPP, to further advance thermal modernization investments and to advance the inclusion of the program through the pilot operator program. The Bank team expects the Loan Agreement to be signed in the coming months.
