All the targets for the Key Performance Indicators have been fully achieved or surpassed. For instance, the average of rice yield achieved by project beneficiaries, as at end 2021 cropping season was 2.65mt/ha as against a target of 2.4mt/ha, that of maize yield was 2.71mt/ha against a target of 2.2mt/ha, Hen Day Egg Production (HDEP) is over 80 percent as against a target of 75 percent. And with regards to marketed volumes by producer organizations to agribusinesses, all the targets for the respective value chains have been surpassed (166 percent for rice, 131 percent for cocoa, 113 per cent for oil palm, 112 percent for maize, 120 percent for birds and 131 percent for eggs). It has facilitated successful business linkages between agribusinesses and smallholders through the establishment of functioning out-grower programs. Some 59,424 smallholder farmers are being supported under the outgrower program, with the volume of crops sold to agribusiness by outgrowers (to date) exceeding 98,000 metric tons. Other notable results include the support for the establishment the first cocoa processing facility in Sierra Leone to add value and increase forex earnings to Sierra Leone. SCADeP has also supported the establishment of the state-of-the-art e-extension systems (with Interactive Voice Response system and a call center), which would enable farmers to easily access agricultural advisory services using standard mobile phones, in four (4) popular local languages (Mende, Themne, Limba and Krio). This will require extensive popularization of the IVR/e-extension system, through radio and TV adverts, to foster its extensive adoption and use by farmers. Moreover, investments in rural connectivity, providing year-round access to farms, markets, schools, and health centers for several communities across ten (10) rural districts in Sierra Leone. The contracts for two of the four rural bridges have been signed recently and the works on these bridges have started, with great prospects for shoring up project disbursement as works speed up. The Project has also maintained satisfactory safeguards management performance over the period under review.
