Two (02) out of three (03) development objective indicators have been achieved: 1) the median time between the issuance of T1s for declarations under the transit regime at the Port of Lomé and their clearance at Cinkassé and 2) the average variation transit time between the Port of Lomé and Cinkassé. The 3rd indicator is yet to be achieved. However, the project closing date has been extended by 12 months to allow the achievement of the 3rd PDO indicator. In the meantime, the Road Transport Orientation Law adopted in July 2022, paves the way for the achievement of this development objective indicator on the legal and regulatory compliance of road transport companies. The implementation progress of component 2, focused on improving trade facilitation, has recorded strong progress on the planned activities from the previous mission, namely: (i) Support to the National Trade Facilitation Committee for the implementation of TFA measures, including the organization of quarterly CNFE meetings to monitor the TFA roadmap elaboration and implementation and for the design of the CNFE website; (ii) An update of the Integrated Building Permit Management System (SIGPC) and the electronic platforms of the Trade and Personal Property Credit 8/10/2022 Page 1 of 5 The World Bank Implementation Status & Results Report Trade and Logistics Services Competitiveness Project (P158982) Register (RCCM) of the Commercial Court of Lomé with new functionalities; and, (iii) Support to the Togolese Revenue Office for the training of 1,482 beneficiaries on the new national customs code, the deployment of 100 barcode readers for the benefit of the Togolese Revenue Office (OTR) and several other training activities, including the training on the status of Authorized Economic Operators (AEO) framework, the training of Economic Operators outside of Lome on the Privileged Partnership Framework (CPP), the training of auditors on customs procedures and related risks and the training of approved Customs Brokers on the Single Customs Declaration; . The safeguards risks have continuously been monitored and addressed since the previous mission.
