The World Bank Implementation Status & Results Report Ethiopia General Education Quality Improvement Program for Equity (P163050) Ethiopia General Education Quality Improvement Program for Equity (P163050) EASTERN AND SOUTHERN AFRICA | Ethiopia | Education Global Practice | Requesting Unit: AECE3 | Responsible Unit: HAEE1 IBRD/IDA | Program-for-Results Financing | FY 2018 | Team Leader(s): Kirill Vasiliev, Ademe Zeyede Hailu Seq No: 12 | ARCHIVED on 17-Feb-2023 | ISR54904 | Created by: Kirill Vasiliev on 25-Jan-2023 | Modified by: Kirill Vasiliev on 09-Feb-2023 Program Development Objectives PDO Table Program Development Objective (from Program Appraisal Document) The Program Development Objective (PDO) is to improve internal efficiency, equitable access, and quality in general education (O-Class to Grade 12) Overall Ratings Name Previous Rating Current Rating Progress towards achievement of PDO Moderately Unsatisfactory Moderately Satisfactory Overall Implementation Progress (IP) Moderately Satisfactory Moderately Satisfactory Implementation Status and Key Decisions The Project Development Objective (PDO) remains relevant to the education sector. The Program maintains a moderately satisfactory rating for Implementation Progress (IP) based on the progress with Program Action Plan implementation and activities implemented at the school level. The conflict significantly slowed down many Program activities and results, especially in the area of efficiency (students dropping out due to the conflict) and quality (learning outcomes affected by regular distortions of the education process). Additional conflict recovery activities were introduced to the Program through a restructuring, approved in January 2023, to address these issues and adjust the approach to achieving selected results. Selected disbursement-linked indicators (DLIs) and key results indicators of the Program were adjusted to address the recent challenges faced by the Ministry of Education. As a result of these adjustments and recent progress observed against key results, the Program has improved its progress towards achievement of the PDO.
