The project disbursement has increased from 8.45% to 12% in the last 6 months. Considering payment requests submitted to the Bank in June, the disbursement is projected at 15.21% at the end of FY2022, an increase of 6.76 points. Progress on Component 1: During the last agricultural season, the project supported 36,000 farmers to access fertilizer through the agri-voucher system. Irrigation activities hold 49% of project resources and no irrigation work has yet started in the third year of implementation. This slowdown the overall project implementation. The project is at contracting stage for the company that will carry out the irrigation works of the Banzon perimeter (451 ha). Works will begin after the end of the rainy season in October 2022. For the Sindou and Lemourdougou schemes, the first reports of the safeguards studies have been commented on by the project team and are being finalized by the consultants before submission for approval to the 6/28/2022 Page 1 of 9 The World Bank Implementation Status & Results Report Burkina Faso Agriculture Resilience and Competitiveness Project (P167945) Bank. For the same sites, detailed technical studies are expected by the end of June 2022. For the Dourou perimeter (700 ha), the detailed technical studies have been validated and the safeguard studies approved by the Bank. The RAP is being implemented. The works are supposed to start in October after the rainy season. The project identified the Samandeni site (2100 ha) to replace two sites (Dangoumana and Bissan) affected by insecurity. The Samandeni technical study was validated on June 9, 2022, while for the safeguards, a consultancy office has been recruited to ensure compliance with the Bank's requirements. The team is recommended to establish a roadmap with a clear schedule and responsibilities to allow proper monitoring and timely decisions to unlock the implementation of irrigation activities. Component 1 is rated Moderately Unsatisfactory. For component 2, the project launched the construction of 23 storage facilities, 17 of which are being finalized. The remaining 13 post-harvest facilities and 2 horticultural wholesale markets are in the contracting phase. The detailed technical studies for the feeder roads have been concluded and validated while the safeguards are to be delivered in July 2022. The project should put in place an appropriate management mechanism of postharvest infrastructure to ensure sustainability. Implementation is rated Moderately Satisfactory. For component 3, the project financed 416 micro-projects for cooperatives and individual promoters. The remaining call for 920 micro-projects has been launched and they are being assessed by the approval committees at the regional level. They are expected to be financed by August 2022. For the second window, the project entered into an agreement with the Maison de l'Entreprise du Burkina Faso (MEBF) as service provider for the matching grants activities. A Call for proposals for 536 projects has been launched. Stakeholder trainings, communication and information campaigns are underway. The project is recommended to put in place a proper monitoring and proximity coaching of micro-project promoters. The component is rated Moderately Satisfactory. For component 4, the project has signed protocols with all public partners involved in the project implementation. The strategy for mango value chain has been developed and validated. The project has also developed a strategy for infrastructure management with the clear role of the private sector. The project conducted a baseline survey, integrated GEMS in its M&E system and provide regular reports to the Bank. Fiduciary: Financial management. The project submitted the 2020, 2021 audit report on time and implemented the recommendation of the audit report. For counterpart funds, the Government has made available CFAF 2.7 billion. Financial monitoring and control reports are submitted on time and deemed acceptable. Financial management is rated Satisfactory. Procurement: The mission noted once again the persistent slowness and administrative cumbersomeness of the procurement process and proposes to organize a technical meeting between stakeholders in the procurement chain at the national level and experts from the Bank Procurement is rated Moderately Satisfactory. Environmental and Social Safeguards: Social Safeguards: The project has implemented Banzon's Resettlement Action Plan and the report has been submitted to the Bank team for comments and approval. The reports for Lemourdougou and Sindou have been commented on by the project and are being finalized by the consultants. The Dourou RAP has been approved by the Bank and is being implemented. The GRMs have been put in place and they are all operational. The project is recruiting a GBV expert and a local NGO as a GBV service provider. The project is recommended to accelerate the implementation of the various RAPs to enable the timely implementation of infrastructure activities. Social safeguards are rated Moderately Satisfactory. Environmental safeguards: The studies for Lemooudougou and Sindou have been commented on by the project team and have been submitted to the Bank for approval. ESIA for feeder roads is ongoing. The team undertook an environmental review for 416 supported micro-projects and 23 storage facilities that were approved by the National Environment Agency. The project is recommended to ensure quality of safeguards instruments before they are submitted for approval. Environmental safeguards are rated Moderately Satisfactory.
